Target and Neiman Marcus massive data breaches have re-ignited a push to get U.S. consumers to carry “PIN and chip” cards. Such cards would replace the decades-old magnetic stripe cards used by 90% of Americans. The National Retail Federation supports PIN and chip payment-card security. But there are questions over who is liable for a data breach — the retailers or the financial institutions.
