President Obama signed an executive order to encourage the creation of information sharing and analysis organizations. ISAOs would serve as intermediators between business and the government to share cyberthreat information. Some experts question the effectiveness of the order, some experts question its effectiveness. Until Congress enacts a law to provide them with liability protection, businesses don’t want cyberthreat protection.
