New York Times reports that three Congressional committees moved to impose restrictions on some of the more controversial elements of the Patriot Act. A bill was introduced that would require greater judicial oversight on certain surveillance activities and put a four year limit on two sections of the law. The Justice Department, which backs a separate plan by the Senate Intelligence Committee giving the FBI broader powers, said it was reviewing the bill. Potential amendments to the bill are also the cause of much debate in the House. Most members of Congress believe the bill has proved its worth, Representative Jane Harman of California described the current atmosphere best.”]
