The 10.15.3 update released on January 28th fixes the issue. This is a big deal for governments, corporations and regular people who use encrypted email and expect the contents to be protected. Even with Siri disabled on the Mac, it *still* stores unencrypted messages in this database, not requiring the private key to read the message.
