Windows 10 With Chinese IME Installed Causing High CPU Usage

Recent Windows 10 updates are causing the Input Method Editor (IME) for Chinese languages to become unresponsive or use a lot of CPU. Affected IMEs include Chinese Simplified and Chinese Traditional (ChtIME.EXE) with Changjie/Quick keyboard. Microsoft has confirmed a bug in recent Windows 10 and Windows Server updates. Microsoft is working on a fix to be released in a future update, but have provided a temporary workaround. If you have a Chinese IME installed and you are experience high CPU usage or the IME hangs, you can perform the following steps.
