Study Exposed FEMA ProblemsBefore Katrina

A 2005 independent study by Mitre highlighted a number of managerial and logistical pain points at the Federal Emergency Management Agency. The study was commissioned by former FEMA director Michael Brown because he saw the problems the agency had in responding to a series of 2004 Florida hurricanes. Brown is set to appear before the Senate Homeland Security and Government Affairs Committee on Friday to discuss the governments Katrina recovery efforts.
