The Netherlands is promoting a Coordinated Vulnerability Disclosure Initiative for European governments. Under the Vulnerability Equities Process, U.S. officials weigh the benefits of disclosing a newly discovered software flaw to the manufacturer or have the government retain it for spying on foreign adversaries. Hoarding vulnerabilities might boost the capabilities of intelligence services to eavesdrop; but it arguably makes the internet ecosystem as a whole less secure leaving unpatched holes in widely used software that can be discovered by other hackers.
