Preemptive cyberattack disclosure a warning to China

The New York Times reported on Sunday that the president has the power to order a preemptive cyberstrike. The president could order a strike if the U.S. determined that a cyberattack was imminent. The risk would have to threaten national security, as opposed to a corporation or other private entity. The disclosure comes less than a week after hackers believed to be based in China breached The Times, The Wall Street Journal and The Washington Post’s computer systems. China has responded by saying the administration’s position could trigger a worldwide arms race.”]
