Vault 7: CIA Borrowed Code from Public Malware

Documents from WikiLeaks Vault 7 dump reveal CIA used code from public malware samples to advance its capabilities. A special group existed in the CIA named Umbrage, which was tasked with reviewing public malware and embedding selected features into custom CIA hacking tools. WikiLeaks proposes another theory that the CIA reused some of this code to “misdirect attribution”” of groups that the attack techniques were stolen from. WikiLeaks claims it received the documents from government contractors and hackers
