U.S. government systems are inadequate to alert authorities in real time to potential leaks, experts say. The federal government uses a variety of tools that could identify employees’ activities. Logs could track Edward Snowden’s activities leading up to his leak of top secret information. But having the tools in place – and not all tools are used by all agencies at all times – doesn’t mean that the proper authorities are alerted in a timely manner to activities that could jeopardize the nation’s security. At a time of budget cuts and sequestration, the government isn’t spending the money needed to beef up defenses against insiders.”]
