Microsoft says that a feature update will be automatically initiated for devices running Windows 10 version 1803 and earlier using a machine learning (ML) based rollout process. Windows Update will automatically direct users to update to the newest feature update “to ensure device security and ecosystem health”” Microsoft still blocks compatibility issues preventing incompatible computers from installing the update. Users of devices with compatibility issues are still blocked from updating to version 1903
