Does DHS Have Too Much Cybersecurity Authority?

Bruce McConnell recently stepped down as the top cybersecurity policymaker at the Department of Homeland Security. McConnell: “We’re not clear or in agreement in any way on the role of government in securing cyberspace” McConnell says some members of Congress are reluctant to give DHS authority to govern civilian agency cybersecurity. McConnell also discusses the impact of a politically dysfunctional Congress and the need to create global institutions to improve Internet security governance.
