CDT: Massive Fed Health Database Is Unnecessary, Violates Privacy Expectations

Health reform legislation gave OPM the authority to create a massive database called the Health Claims Data Warehouse. 16 organizations, including Center for Democracy and Technology (CDT) and ACLU, wrote a letter expressing concerns over the Warehouse. OPM’s System of Records Notice (SORN) published in the Federal Register is too vague about the goals for the “Warehouse” database. The Warehouse wants to collect electronic records on three nationwide health programs, the Federal Employee Health Benefit Program, the National Pre-Existing Condition Insurance Program and the Multi-State Option Plan.”]
