The Senate bill introduced earlier this month would make sweeping changes to the way that information security is practiced both in the federal government and the private sector. Security expert Steve Bellovin analyzes the Cybersecurity Act of 2009 piece by piece and finds plenty to like, but also finds a number of serious problems. The ability of the Presiden to declare a cybersecurity emergency and order the limitation or shutdown of Internet traffic to and from any compromised Federal Government or United States critical infrastructure information system or network would be of dubious utility.
