Roman Valerevich Seleznev, 30, is accused of helping to run and profit from a nearly $18 million fraud campaign. He faces 40 charges relating to the alleged theft and sale of at least 2 million credit card numbers. Prosecutors say he has “substantial assets” that raise questions about his eligibility for free counsel.
