- Some of the difficulties are due to the legal framework: one-third of the countries do not have one for dealing with cybercrime, and only five have ratified the Budapest Convention, the leading framework for international cooperation in dealing with cybercrime
- In the case of these borderless crimes, international cooperation is key to success
- Central Information Technology Office (CITO) has developed a survey that intends to improve the reporting of cyber incidents among public institutions
