Jamaica’s first attempt to establish the National Identification System (NIDS) was struck down by the Supreme Court because it violated peoples rights. Kenya and India have shown that their ID system has failed to improve efficiency and has made it more difficult to access for the communities who rely on them the most. The NIDS Bill should not be passed prior to the operationalisation of the Data Protection Act, which has not yet been brought into force by the government meaning that it has no legal effect until the government decides it will.
