IT spending in 2003 will grow a paltry 0.22 percent, says AMR Research’s latest survey. 24 percent of respondents say they plan to increase spending this year, 27 percent are planning for decreased spending. Companies are using downturn to build competitive advantage through selective investment in IT initiatives. Fear of competitive disadvantage is in direct conflict with the pressures of STINKO, says John Defterios.
